Subject: In service training HCMS Doctors for MS/HS/Degree and Diploma Courses in Pandit B.D. Sharma, P.G.I. of Medical Sciences Rohtak against reserved and open seats

References your Letter No. 13/39-2E11-95/2005 dated 20.2.95 on the subject noted above.

2. In partial modification of existing policy issued vide memo No. 18/83/89-IHBI, dated 11.3.1994 for the grant of No Objection Certificate to HCMC doctors for doing P.G. Course (MD/MS and Diploma), the State Government has decided to revised the existing policy as under:-

Reserved Seats (MD/MS) Diploma Courses:-

a) HCMs Doctors who are appointed on regular basis and there is nothing adverse regarding their efficiency or integrity and have total service of 2 years in the State including one year of rural service in the State will be eligible for the grant of No objection certificate for doing P.G. Course against reserved seats in Pandit B.D. Sharma, P.G.I. of Medical Science Rohtak.

b) The period spent on ad hoc service in the State and in the rural areas in the State will be taken in to account for the purpose of counting the period of two years service in the State and one year rural services respectively.

c) In lieu of doing the P.G. Course they will have to execute a bond to serve the State Govt. for a period of ten years and in the case, they fail to serve the State Govt. they will have to deposit in Govt. Treasury Rs. 5,00,000/- for PG (MD/MS) and Rs. 3,00,000/- for Diploma Courses on demand by the State Govt. HCMS Doctors selected against reserved seats will be treated on duty and they will be paid fully paid and allowances for the duration of their course.
Open Seats:
a) HCMS Doctors who have successfully completed the protection period and there is nothing adverse regarding their efficiency or integrity but are in eligible for admission against reserved seats will be granted No Objection certificate for doing PG Courses (MD/MS) and Diploma in Pandit B.D. Sharma PGI of Medical Science, Rohtak and other Institutions in the country.
b) They will be granted extra-ordinary leave for the duration of the MD/MS Diploma courses and they will receive stipend from the Institution. However, if they are not getting and stipened/scholarships from the Institutions, they will be allowed leave of kind due.
c) In lieu of doing the PG/Diploma Courses, they will execute a Bond to serve the State Govt. for a period of five years in the case of MD/MS Courses, for 3 years in the case of Diploma. In case, they fail to serve the State Govt. they will deposit in Govt. Treasury Rs. 40,000/- and Rs. 20,000/- respectively.

2. All such other HCMS doctors who are not covered under the categories mentioned in para I above will be issued No objection certificates for doing MD/MS Diploma Courses to Pandit B.D. Sharma P.G.I of Medical Science Rohtak and other Medical Institution in the country, on the condition that they have to resign from service in the case they are selected for the PG/Diploma Course.

3. In addition to the above conditions the HCMS doctors who have already done Diploma Courses in any subject in any subject and if any want to do MD/MS degree course in the same subject they will be considered for grant of No Objection Certificate against the reserved/open seats, provided they fulfill the above mentioned conditions and the period of bond executed by them while doing diploma has been completed provided further that such doctors who have already done MD/MS degree courses in any subject and if they went to do diploma courses in the same subject or any other subject and they will not be granted No Objection Certificate. Provided further that such doctors who have done diploma in any subject and if they want to do MD/MS/Diploma Courses in Pandit B.D. Sharma P.G.I. of Medical Science, Rohtak will comprise of the following members:

1. The Financial Commissioner & Secretary
to Govt. of Haryana
Health Department Chairman

2. Director General, Health Service
Haryana, Chandigar Member

3. Director, Health Services, Haryana
(Senior Scale) Member

The criteria prescribed for granting admission against the reserved seats in Pandit B.D. Sharma, PGI of Medical Sciences, Rohtak is enclosed at Annexure-A. Interview will be held at Chadigarh.
The issues with the concurrence of Finance Department conveyed vide their H.O. No. 10/20/94-3 FR-II/104 Dt. 1.2.1996.
